HP 4600 CHARGING ISSUE

Guys,
I got problem on a HP4600 printer, which cyan creates defect print ( see attachment ). The defect looks like charging issue, which I still believe so. But I have looked into the following components, but no fix yet. :
(1) Cyan cartridge ....... tried 2 cartridges; the problematic one was even tested on different printer without problem.
(2) Transfer Belt ........ tested on different printer without problem.
(3) High Voltage Board ......... install another one ordered from vendor, still printing the same
(4) Contacts .......... no bending or jamming; looks good.
Defect is confirmed to on the cyan slot; I tried swapping cyan and yellow cartridge, after that, cyan printed good but yellow became bad. Only one color is showing defect; other colors are perfectly fine.
