Light Print on 27x cartridge

Two cartridges have come back with light print and the toner hopper was over half full.
On both cartridges, new mag rollers, drum, w/blade, using static oddsey 4000 toner.
I have had this problem in the past and I believe it is the toner.
Has anyone used static 4250 toner with this cartridge
